CMC at the Vietnam Economic Forum 2025: Three Policy Recommendations by Chairman Nguyễn Trung Chính.
The Vietnam Economic Forum 2025 – Outlook for 2026 took place on 16 December 2025 at the Government Headquarters (No. 1 Hoàng Hoa Thám Street, Ba Đình District, Hanoi), under the theme “Vietnam’s Economy: Rapid and Sustainable Growth, Green Transition in the Digital Era.” Co-chaired and co-directed by the Central Policy and Strategy Commission and the Government, the Forum featured one high-level plenary session and two thematic sessions, focusing on (i) assessing macroeconomic management in 2025, (ii) identifying opportunities and challenges for 2026–2030, and (iii) proposing solutions to drive “double-digit” growth in tandem with the green transition and digital transformation.
Within the Forum framework, CMC participated as a representative of the technology enterprise sector and hosted a side exhibition booth, showcasing AI transformation solutions for urban governance, public security–transportation, and grassroots-level digital transformation.

Three recommendations from Chairman Nguyễn Trung Chính: Creating a “runway” for the private sector to lead innovation
Speaking at the Forum, Nguyễn Trung Chính—Chairman of CMC Technology Group—stressed that Vietnam should remain steadfast in pursuing the “dual transformation” model (digital transformation aligned with the green transition) as a long-term new growth engine, while more strongly leveraging the private sector’s leadership role in the spirit of major resolutions on science and technology development, innovation, digital transformation, and private-sector development.
In that spirit, Chairman Nguyễn Trung Chính put forward three recommendations:
Recommendation 1: National digital infrastructure—boldly entrust it to the private sector
CMC’s Chairman recommended that the Government continue to boldly assign the private sector to invest in, build, and develop national digital infrastructure (data centers, cloud, AI, shared digital platforms, etc.), rather than relying primarily on state-owned enterprises. According to CMC, expanding space for private-sector participation would reduce pressure on public investment, enhance competitiveness, and attract high-quality capital flows.

Recommendation 2: Data policy competitive enough to become a Digital & AI Hub
Drawing on surveys of regional digital-economy policies, CMC argued that Vietnam needs to upgrade its institutional competitiveness to attract global technology corporations. Accordingly, CMC’s Chairman proposed:
- Developing a comparison matrix of data and digital-economy policies between Vietnam and regional hubs (such as Singapore and Malaysia) to clearly identify “policy gaps.”
- Building a competitive digital data governance framework that is aligned with—and differentiated within—ASEAN, if Vietnam aims to become the region’s Digital & AI Hub.
Recommendation 3: Ecosystem and talent—advancing a “triple-helix” model
The third recommendation focused on the innovation ecosystem and digital talent. CMC’s Chairman suggested that Vietnam could become an innovation nation through a “three-party” linkage model (Government – Universities – Enterprises), with science–technology–innovation spaces anchored around businesses.
CMC recommended:
- Planning large-scale science–technology–innovation cities in key localities.
- Considering assigning science–technology spaces in Hanoi, Ho Chi Minh City, and Da Nang to university–enterprise models such as CMC Uni, to accelerate R&D, training, and technology commercialization.
Impressed by CMC’s AI security surveillance camera solution
At the side exhibition of the Vietnam Economic Forum 2025 – Outlook for 2026 held at the Government Office headquarters, CMC demonstrated its AI security surveillance camera solution with live video streams taken directly from AI Cameras that CMC is piloting in a ward in Hanoi.
CMC’s AI Camera system can detect a wide range of situations—from traffic collisions, altercations, illegal parking to fires and explosions—and issue real-time alerts on the monitoring screen to support authorities in ensuring traffic safety and maintaining public order.

Chairman Nguyễn Trung Chính shared: “If approved, CMC’s AI Camera solution will be able to integrate into the existing home surveillance cameras that hundreds of thousands—indeed millions—of households nationwide are using. Those cameras would then be ‘AI-enabled’ and become 24/7 guardians for every home.”
On the technology platform, CMC stated that its smart camera solution is oriented toward capabilities such as abnormal-behavior detection, support for traffic management, urban security, and fire/explosion monitoring.

CMC’s booth attracted strong interest from many delegates attending the Vietnam Economic Forum 2025.
Alongside the AI Camera solution, CMC also introduced at the exhibition a suite of eight comprehensive digital transformation products for commune/ward-level administration, recently launched within Techfest Vietnam 2025—positioned as an end-to-end ecosystem to help grassroots governments enhance governance capacity, serve citizens, and promote local economic development.
According to CMC representatives, the approach of “bringing AI to the front line” (wards/communes) and the policy recommendations delivered at the Forum converge toward a shared objective: turning dual transformation into implementable programs with measurable outcomes, creating new space for sustainable growth in 2026–2030.
