The result of this strategic vision is the establishment of CMC OpenAI, marking a pivotal step to realize CMC’s vision “AI-X: Connecting Intelligence, Shaping the Future.” This milestone reaffirms CMC’s pioneering role in developing AI technologies with a strong Vietnamese identity, contributing to the achievement of national goals.

Speaking at the event, Minister of Science and Technology Nguyen Manh Hung emphasized:
“There are global applications like ChatGPT, but there are also countless national applications. The combination of global and local will help our world develop more sustainably, and this is an opportunity for developing countries like Vietnam. CMC OpenAI is a Vietnamese enterprise with the advantage of Vietnamese data and Vietnamese problems. Its strengths lie in open-source AI and, most importantly, in Vietnamese people and Vietnamese intelligence. The flexibility and adaptability of Vietnamese culture are precisely what is most needed in an era where technology is driving rapid and disruptive change. CMC’s bet on AI is a strategic and correct decision.”

According to the Politburo’s Resolution 57, by 2030 Vietnam is expected to be among the top three ASEAN nations in AI research and development. In this roadmap, leading technology enterprises such as CMC are entrusted with the mission of pioneering the development of core technologies, platforms, and AI applications.

Key Highlights of C-OpenAI:

• Development of 25 proprietary core AI technologies.
• Operates on CMC Cloud and state-of-the-art data center infrastructure, ensuring Vietnam’s data sovereignty.
• Focused applications in critical sectors: National Legal Virtual Assistant, Citizen Virtual Assistant, Education, Healthcare, Finance & Banking, Manufacturing, and Public Administration.
• Aimed at delivering AI made in Vietnam for Vietnamese people, with the highest levels of reliability and data security.

The C-OpenAI technology platform is built on CMC’s 25+ proprietary core AI technologies, including Computer Vision, Natural Language Processing (NLP), Large Language Models (LLM), Speech Processing, and Datalakehouse.

With CMC OpenAI, CMC commits to:

• Taking the lead in national strategic missions and fulfilling the objectives of Resolution 57, aiming to master strategic technologies, with AI being one of the country’s 11 national strategic technologies.
• By 2028, becoming a global digital and AI transformation corporation with revenue exceeding USD 1 billion, annual growth above 20%, and a workforce of over 10,000 employees, of which 40% will be AI specialists.
• By 2030, ranking among Vietnam’s top 5 digital technology enterprises, with global competitiveness on par with advanced nations.

The launch of CMC OpenAI is the latest highlight in CMC’s 2025 strategic initiatives. In November 2024, CMC introduced the AI-X strategy in Hanoi and Tokyo, Japan. In January 2025, the Corporation was assigned two national missions on CMC Cloud and the C-OpenAI ecosystem, and presented its AI transformation framework at the World Economic Forum in Davos, Switzerland. In June 2025, CMC broke ground on the CMC Creative Space Complex in Hanoi; in July 2025, it announced the CMC Hyperscale Data Center (SHTP DC) project in Ho Chi Minh City with a total investment of USD 250 million. In early August 2025, CMC joined the official state visit of General Secretary Tô Lâm to South Korea, signing strategic partnerships with leading corporations such as Samsung C&T, TmaxSoft, CoAsia Semi Korea, and MOUs with 11 universities and educational institutions.
