MOBIFONE AND CMC UPGRADE COMPREHENSIVE COOPERATION, JOINTLY DRIVING DIGITAL TRANSFORMATION AND AI TRANSFORMATION FOR BUSINESSES

On the afternoon of December 18, 2025 in Hanoi, MobiFone Telecommunications Corporation and CMC Technology Group signed a Memorandum of Understanding on comprehensive cooperation, aiming to leverage each party’s strengths in the new phase and jointly provide solutions, products, and services in digital infrastructure, digital transformation, and AI transformation for enterprises and government agencies.

This marks an important upgrade, continuing the strategic cooperation agreement signed by the two parties in 2020. Following a period of coordination and proven effectiveness, MobiFone and CMC are expanding the scope of cooperation in an “end-to-end” direction, creating new digital spaces and integrated service models that enable customers to deploy quickly, operate stably, and scale flexibly.

Overview of the MobiFone–CMC Strategic Cooperation Signing Ceremony

In the context where digital transformation and AI transformation have become increasingly urgent, the partnership between two leading Vietnamese enterprises in the technology and telecommunications sectors—together with their orientation to coordinate with ministries and government agencies—is expected to accelerate the realization of national digital transformation programs and tasks, bringing technology into practical application in governance, production, and the provision of public services.

Packaged for rapid deployment, integrated for optimal operation

In practice, many digital transformation projects encounter difficulties at the system integration stage and during post-acceptance operation. Instead of providing separate, fragmented components, MobiFone and CMC have chosen to design solutions in a “packaged” manner based on usage scenarios, while pre-integrating connectivity, monitoring, and cybersecurity mechanisms. This approach aims to shorten time-to-operation and reduce risks during system expansion.

Speaking at the signing ceremony, Major General Trương Sơn Lâm, Chairman of MobiFone Telecommunications Corporation, highly praised CMC for its strengths in IT infrastructure, cloud computing, AI, and Make in Vietnam technology solutions. According to him, CMC possesses a high-quality workforce; by 2030, around 40% of its personnel are expected to be AI experts, focusing on the development of core and strategic technologies and contributing to the realization of Resolution 57. The Chairman of MobiFone emphasized that digital transformation is an inevitable path; MobiFone and CMC share a common vision and mission, and have agreed to cooperate on the basis of combining MobiFone’s telecommunications infrastructure with CMC’s cloud, AI, and technological capabilities, toward building a comprehensive digital ecosystem serving society and citizens and promoting national digital transformation.

CMC Chairman Nguyễn Trung Chính described Resolution 57 as a “timely opportunity” for ICT enterprises such as MobiFone and CMC. He noted that MobiFone will have many new opportunities since coming under the Ministry of Public Security, both in serving national defense and security missions and in contributing to socio-economic development. In the context of globalization, CMC identifies MobiFone as a model to learn from. Accordingly, all CMC products and solutions must meet international standards. CMC affirmed its commitment to stand alongside MobiFone in addressing socio-economic challenges, and, when necessary, in the field of national defense and security, ensuring that all requirements are met.

CMC’s five commitments under this cooperation include:

  • Taking the lead in implementing solutions for Digital Government and the two-tier local government system
  • Promoting public–private partnerships and unlocking social resources.
  • Co-creating smart spaces.
  • Mastering technology in conjunction with human resource training
  • Advancing Vietnamese talent in the global value chain

The Chairmen of CMC and MobiFone express confidence that the CMC–MobiFone strategic cooperation will deliver significant benefits to enterprise and government customers.

The foundation of “MobiFone – CMC” cooperation

The Memorandum of Understanding establishes a foundation across three key areas:

  1. Maximizing each party’s strengths to develop digital services and solutions:
    MobiFone commits to working with CMC to build high-quality, secure, and stable platform services and digital solutions.
  2. Investing in the development of comprehensive national digital infrastructure:
    The two parties will jointly research and invest in core components, including transmission systems, data centers, cloud computing, as well as security solutions and integration platforms, serving the development of Digital Government, the digital economy, and digital society.
  3. Establishing a sustainable, long-term partnership:
    MobiFone commits to building close ties to enhance the competitiveness and reputation of both parties in the technology market.

On this basis, the two sides will develop “MobiFone – CMC” service packages and solution groups based on scenarios such as Smart Office, Smart Campus, Smart Building, and Smart Factory. The focus is on comprehensive solutions that integrate telecommunications, Internet, cloud computing, information security, cameras, and management applications, enabling organizations to deploy rapidly and scale according to demand.

At the signing ceremony, Chairman Trương Sơn Lâm instructed advisory bodies and functional units to urgently develop a concrete action program to implement the cooperation tasks, ensuring that all contents are carried out substantively, effectively, and on schedule.

A solid cooperation foundation of “two 32-year-old enterprises”

Both MobiFone and CMC have reached the milestone of 32 years of formation and development (1993–2025), having gone through many transformative phases of Vietnam’s technology market. For MobiFone, the enterprise is transitioning from a pioneering mobile network operator to a digital technology company, expanding investments in data centers, cloud services, and digital services. In 2024, MobiFone recorded pre-tax profit exceeding its plan by 20.1% and budget contributions exceeding its plan by 56.7%.

For CMC, financial results in 2024 surpassed both revenue and profit targets. The company has set goals for the 2025 fiscal year of 20% revenue growth and 22% profit (EBITDA) growth, in parallel with its AI-X strategy and its ambition to become a global company—a Global AI-X Company.

The comprehensive cooperation between MobiFone and CMC is expected to create additional “end-to-end” options for enterprises and government agencies in the accelerating phase of digital and AI transformation: leveraging the strengths of each party, reducing fragmentation in implementation, shortening time-to-value, and standardizing operations so that models can be replicated across sectors, regions, and key digital transformation programs.
